I purchased my home in 2007, the homeowners association was chartered / registered with the parish in 2009. I have been told that if it was not chartered prior to purchasing my home, paying dues should be voluntary to me. They have placed a lien on my home. Does anyone know anything supporting this or know of a case like this?

It would seem reasonal to the lay person that you should be "grandfathered" in having to abide with a later chartered orginazation but I agree with the previous poster that you need legal advice and not just any lawyer, you need a lawyer that is familiar with HOA's. It would be worth money spent to know where you stand with rules being changed after you purchase a home. It may be a ploy to drive you out so the next buyer would come under their guidelines. IMO
