Default Cotton Valley tax exempt status

What would happen to Cotton Valley if the State took over? Also people are talking about money that the last mayor of Cotton Valley misapropriated, would the state become aware of that and start an investigation when they took over? What does it mean to become tax exempt under the state if they took over? Does this apply to the residence of Cotton Valley are the city and businesses?

Many people would like to recall the present mayor is this a wish thing to do seeing how we have no one qualified to step in to the position, if this is the case would it be better for the state to come in?
