This article talks about results, but does not address the root cause. I would be willing to be that proper precautions and processes were not followed when this bridge was built.

The main issue with the bridge (aside from it's all or nothing design) is the type of steel with which it is constructed, which is brittle and subject to cracking. It isn't used for bridges anymore for this very reason.

So, does the fix really work? Or should the entire bridge be dismantled and rebuilt?

I guess we'll find out in March when it is scheduled to re-open.
