I also would recommed Cherokee Park on a nice day. The city is full of parks, many of them connected by beautiful parkways designed by the great lanscape architect, Olmstead, of fame for creating Central Park in Manhattan.
There are several Waterfront eateries, and none are even close to being good food, as Louisville is an oustanding restaurant city and the Waterfront restaurants are chains. That said, I would eat on the river across the bridge at Rocky's in Jeffersonville, IN. It has a stellar skyline and river view and the food is at least decent, it sure beats places like Olive Garden (if you want real Italian in Louisville there are several great options, with Volare being my favorite):
