Default Forced basements

I was going to ask Croce what he meant by "forced basements" (a term he used in one of his posts); however, I haven't seen him around lately -- probably busy unpacking. So, I'll ask everyone else instead.

Is a forced basement the type that is placed in a house when all four sides of the house have flat-grade land? There's no natural slope whatsoever, so all four sides of the basement have to be excavated.

Also, are basements considered pros or cons in terms of resale value in the L'ville area?
