I live in Jefferson county and I have a 15' sewer & drain easement that runs very close to the back of my house. I would like to put a pool in my backyard but the pool would go right on top of the easement. What are my options? Is a sewer and drain easement just the way the water flows through my backyard or is it sewer pipe buried? Can it be moved or can I build on top of it?

An easement means that you can not block the holder of such easement (or right of way) from access to their property. So, certainly you can not build a permanent pool or other building over the easement. I would contact the holder of that easement, ie... the sewer dept. to get a specific set of terms regarding your particular property.
