The counties in the Louisville Metro Area either have strong commuting ties to Jefferson County or also have a lot of population growth. You can check out the KY State Data Center website for commuting pattern maps.

If you think Louisville's Metro & Combined Statistical Area is messed up check out Lexington's. It includes slow growing counties that are 50 miles from Lexington (Rockcastle, Menifee, & Bath) while excluding Garrard County, one of the state's fastest growing counties and the one with the highest percent of residents working in another county. Lexington has much stronger ties to Harrodsburg, Danville, & GC than it does the 3 aforementioned counties.

Nelson County is part of the Louisville CSA, you are correct about Scott Co IN
