Which part of Louisville will be the next Highlands, Old Louisville, or Clifton?

My thoughts:

Shippingport / Portland: There are plans to create an arts district in the Warehouse District, as well as more artists lofts just across 9th Street in downtown. Portland has many historic buildings being renovated, including the marine hospital
South Louisville (near U of L): U of L has redeveloped this area alot, and several empty warehouses are planned for condominium conversions.
Shelby Park/ Smoketown: This is located between the two already gentrified areas of Old Louisville and the Highlands. The population loss has been so great here that crime is no longer as big a problem. There are plans to do some type of housing project with that 14 story warehouse along Campbell Street
West End: Plans to do something with the former Brown Forman site. Hard to have shopping centers when people are afraid to leave their house, though
