I would focus on the areas that need some work, but are not so far gone that small efforts will lead to big returns. Downtown up Riverside to the Tom Hill Corridor is an area that is still ok, but sort of neglected and could use a sprucing up. Also, Vineville is looking a bit neglected too, but surrounded by nice historic neighborhoods. The final area I would focus on is Eisenhower and 475...huge retail area with those shady hotels nearby. I would go through there with the code enforcement book and try to reduce that element to keep Presidential Pkwy safe.
While the south parts of town and Fort Hill on the east side need the most work, I firmly believe that there is little to build on. There is no community support and most of the residents there would step over a pile of trash on their own porch and not pick it up so you could spend millions on those areas and within 1 year it would be right back the way it is today. You can't fix a ghetto mentality with money so focusing on areas that still have community support and thoughtful residents are where you will get the most bang for your buck IMO.
