I would like to add to Dover's statement that the White landowners up north are not always hospitable to the Hmong hunters, which may likely aggravate the tensions. Chiding Hmong residents with anti-Asian epithets probably doesn't help.

The Hmong are an Asian ethnicity found primarily in China but also -- importantly for our purposes -- in Vietnam. The Hmong were allied with the U.S. during the Vietnam war which is still used as a pretext by the Vietnamese army to this day to hunt them down and kill them. As a result they get preferential treatment for immigration purposes (no cap) and a lot of them have been resettled in Minnesota and upper Wisconsin.

I was just reading the stats on Dodgeville. Yipes, it's nearly 98% white. That would freak me out so badly. I'm white, but I've always lived in multi-cultural places (well, except for three years in Vermont). The Catholic parish I attend now is about half Hispanic. My workplace is extremely diverse. It would be so weird to live in such a white place. Oh well....

Madison, like any city, will have its flaws with social issues. But I think it's probably one of the most hospitable places a interracial couple could move to and raise a child.
I would suggest the near east side (where I live) where there's a lot more diversity than, for example, on the far west side (where I grew up.) Near east also has lots of community festivals and events, which I love.

The Wisconsin folks in general can be pretty racist if you ever would listen to their private conversations. There are some liberals in Madison, at the college, but the surrounding population is pretty much racist.

My husband and I moved to Madison about a year ago. We are african-american and love Madison. We find it to be a melting pot and it seems that everyone loves everyone. The people here are wonderful and very helpful to newcomers. Although the minority population isn't great, this is a wonderful place for minorities and bi-racial couples/families to live. I think you will find it to be the same. I was hesitant at first- but I am so glad that we made the move. Hope this helps. P.S. The schools are awesome and bring diversity into play whenever they can.
