You mean the VA hospital? Togus is in Chelsea, just off Route 17 south of Augusta. If you're looking for town/city life, Hallowell, Gardiner, Augusta all offer reasonable rents. Togus is also a stone's throw (figuratively speaking) from the countryside of Windsor, North Whitefield, and other rural towns.
I haven't checked rents lately. Go to the Kennebec Journal, that's the local daily in Augusta, and check their classified listings.

Be aware that, in Augusta especially, there are good and bad places to rent, such as the old tenements in the Sand Hill/North Augusta neighborhoods.
