I have read that approx. 90% of the land in Maine is privatley owned?

That is a lot of (undelevoped) land!

I would not use the phrase 'undelevoped'. It is mostly forest.

Nature has developed it to be forest [and some peat bog].

I think I'm missing the connection between land being privately owned and whether or not it's developed. Could you explain?

According to a 2008 paper by Professor James Cote at UM-Farmington 94 percent of Maine is privately owned.

Nothing to explain. I was just amazed on how much land there is in Maine (Developed or Not) that was privatley owned.

I guess the next question is: How much of the land IS developed that is privatley owned?

The state has enacted a program called "Land for Maine's Future". The reason the environmental industry likes Maine so much and wants it so badly is that we landowners have taken such good care of it for the last four centuries or so. King James gave "The Maine" to Georges and Edouard Moores for services rendered. The brothers didn't know what to do with it so they gave it back to the king.

The net effect of Land for Maine's Future is that it takes land off the tax rolls and reduces public access to the land. Sound strange? Just look at the gated state roads on state lands that used to be open to the public when it was privately owned. The state bought nearly half the town of Drew from International Paper. The state does not pay property taxes to towns. That means that Drew residents must make up the difference out of their own pockets. It's a huge burden on that small population.
