Saco has a bad reputation amongst Mainers. Overstated but not entirely undeserved. If you don't like McSuburbs, you probably ought to steer clear of southern New Hampshire altogether, which is basically small, older towns surrounded by strip malls and suburbs, all running in to each other.

Based on your post, I think your best bet would be:

Brunswick, Maine (largest town in Maine; 30 minutes north of Portland; great downtown area; Bowdoin College)

or

Concord, NH (a small city in central, NH; great downtown area; Granite State College)

Check out Dover, NH. Checks off a lot of your boxes and has close proximity to UNH.

Portsmouth NH is a very vibrant city with good surrounding communities and good transportation in terms of range to mountains, Boston, Portland etc. Good educational systems around there as well.

And my answer, as a Native Mainer for over 60 years, would be the antithesis of fantasy indoctrination prose. Which is why Mensaguy seems to have, and rightly so, started jumping on the political "guidance" usually posted following inquiries about "moving to Maine." We're not all gun nuts, but most of us have guns. We think, we understand, we rationalize. We, as Real Mainers aren't easily led. We vote split tickets. We help our neighbors. We don't poison our rivers and streams. But there is a cadre that would have you believe THEY know what's good for you. They're not being silenced. Just being sent to political sites where they can rant, lie to and cheer on each other.

I very very seriously doubt that NMLM and I have the same reasons for making the comment, especially since mine was veiled humor, and his would be drop-dead serious.

You'll never find a 2 bedroom apartment in Portsmouth for $1000. Saco sounds like a good fit as others have suggested. The Berwick area is another option.

You should probably stay put and just visit here a couple times a year. You will not meet half your criteria in NNE.
Possibly CT.
