You are not required to purchase flood insurance if you don't have a mortgage, but if your property is in a flood plain as determined by FEMA and you don't have flood insurance, you will not be covered for any damages caused by flooding by your homeowner's coverage and since you chose not to purchase flood insurance, FEMA will not assist. If your house is not in a flood plain, and you do not have flood insurance, FEMA will cover up to $35,000 worth of damage from flooding. Home owner's insurance won't cover flooding damage, no matter where your house is located. If the water is wind blown and enters your house, yes. If it hits the ground first and enters your house, no. In those circumstances FEMA assists with up to $35,000.

I know someone that did it. Paid a surveyor for an elevation certificate. Cost about $1400. Paid it self off pretty quick.

And I know someone who paid a surveyor and was denied an elevation certificate. Money down the drain.

You can appeal the designation. Get your congressman's office involved. The student intern in DC who designated it a flood zone in the first place may not have a valid reason. Maine has lost many dams and the flood zone maps have not been updated.
