what is this "ENERGY STAR Air ???" funding set up for this is $ 1 ,312,500.00 , No one take advantage of this.

Solar Electric funding for 2008 is $437,500.00 , now is suspensed,
average paid out about $5800.

where can i find out about 2009 funding for solar electric, how to paticipate in the program.
