Does anyone know of an outlet in central Maine for newspaper recycling that will actually pay the little guy per pound for his papers like they used to?

No. I do not know anyone who pays for newspaper.

I pickup newspapers tied in bundles from the Bangor recycle place, when I need any.

Some dairy farmers used to buy newspaper and have it shredded for bedding. With the outrageous price of sawdust these days (thanks to pellet stoves) the value of shredded newspaper would seem to be ideal for a return. But you would need a big supply to keep even a small farmer with enough bedding.
