Default Uncertain - Relocating from So FL to either Maryland or NoVa

I am a single female, in my late thirties and a recent So Fla graduate.
I have plans of relocating either to NoVA or Maryland but I am having a difficult time making a real decision. I have been to Baltimore on vacation four years ago but have no intuition about Baltimore or NoVa living, inhabitants and surroundings.

My concerns are jobs, rental homes, the cost of living, taxes, transportation, crimes, traffic, other government fees and assessments, vehicle registration fees, etc.
I am interested in Federal or local government jobs in public administration or human resources sector. I am seeking for salary start in the range of 45k and up.
I am clueless and I would like someone to guide me with my decision-making. Can anyone give me some suggestions, where to look for Gov jobs and possibly a dynamic community or location to live in?

As for where to live--I'd wait until you have a job to make that decision. Your commute will end up being a nightmare if you choose to live near Baltimore and work in NoVA or the opposite. Most of the big government agencies around here are located in downtown DC, though there are some exceptions.

The DC area overall has the nation's second-worst traffic congestion, according to Amer Auto Assoc annual rankings for the last several years. You DO NOT want to settle in a certain town or neighborhood until you're sure that your job will be near that town/ neighborhood. The DC area statistically also has the nation's highest-educated population. This high level of sophistication drives up the cost of living, including housing prices.
