Barnes & Noble has it, and I think most of their stores (all?) have a Starbucks inside. (Unlike the WiFi you pay for in Starbucks, the WiFi in B&N is free.)

Cafe Mayorga near the corner of Georgia Ave. and 410 in Silver Spring has free wifi. It has tons of comfortable seating, decent food, and even a bar.
