I didn't know Hagerstown actually had a scheduled trick or treating day. Most places in Maryland just do it on the 31st.

Trick or treating is considered too boring in Baltimore City. People there prefer armed holdups and carjackings. Much more exciting. Now THIS happens every day and night of the year!
