Good Schools / Safe Business
There are some tremendous private schools in Annapolis, but the public school system is awful. Anyone living in Annapolis with a child nearing the age of 5 is typically preparing to move to a better school district - unless they can afford private schools. Some of the better school districts somewhat close to Annapolis: Severna Park, Centreville/Stevensville area (Eastern Shore).
What do you mean by "is it safe to do business in Annapolis"?
It's a great place to start a business. BRAC (Base Realignment) is coming within the next few years, and the city is exploding with new housing, commercial buildings, businesses, etc. in preparation for the influx of BRAC folks.
