I went to craigslist and found none. Is a garbage collector considered a state job? Should I be contacting the state for this kind of jobs or contact the trash collector company directly? I read there's usually plenty of openings for this job. I don't want to drive, just pick up trash for now.

In Maryland, that's a County government function, for the most part. Or a local (municipal) government function, for those areas within incoporated towns. (But most of the suburban population lives in un-incorporated areas, subject to just the County government).

Try googling the name of each County, and then on the County government's website home page, look under the Department name "Environmental Services" or "Sanitation" or just "Employment". Good luck.
