Does anybody have any web pages for the area. Ex. schools, chamber of commerce, town host, etc. Thank you for all your help. Also do you pay a yearly property tax on your boat and car as like we do in this wonderful State of CT?

You're welcome OutofCT. Here's some more info, I hope the links I've pasted will work:
There are no personal property taxes on boats, cars, etc. We do have pretty high annual real estate taxes due to the rise in home values over the last few years.

The main website for Frederick County Public schools is www.fcps.org.
Depending on where you live, students living in the Frederick County part of Mt. Airy (a portion of Mt Airy lies in Carroll County) and New Market will attend one of the following elementary schools, one of the middle schools and either the renovated LHS (renovations funded and scheduled) or the new Oakdale High scheduled to open fall of 08. Up until this year, all students in the New Market and Mt Airy areas fed to LHS. When Oakdale High opens, students living in the LHS district (mostly Mt Airy) will temporarily attend Oakdale High (located in New Market) while the LHS replacement takes place. When LHS renovations are complete, Oakdale will remain the High school for New Market students and Mt Airy area students will return to the “new” LHS. As far as which students attend specific elem and middle schools, current zoning dictates Frederick County Mt Airy students are split between Twin Ridge or New Market Elem and attend New Market Middle. New Market area students are split between Deer Crossing or New Market Elem and Oakdale Middle/New Market Middle.

Sorry - I'm really not familiar with that area!  I used to live on the west side of the city and didn't venture out of my "area" much!
One recommendation I do have though, is to check out some of the older homes in the area. Frederick has a lot of older homes built in the 40's and 50's with brick exteriors, plaster walls, built-in bookshelves, etc. Really quality construction - so much better than a lot of the new stuff out there.

Quality construction. That went out with Korean War. The only thing now I do admit is the homes are better radiant and insulated. Thanks.

Frederick county abounds with 1-2 acre lots and houses ranging from new to very, very old. For that kind of money, you should be able to find what you want.
Germantown is outer suburbia for DC and more south than east of Frederick. There is a very small cute downtown area but the vast majority of it is new housing developments. House prices are pretty high. Home Depot is close.
Frederick city has a neat downtown dating to the mid 1700's but no 1/2 acre lots. Great restaurants, some clubs and music places. Around the city, there are lots of houses of that size on 1/2 - 1 acre lots. Home Depot and Lowes are in shopping centers around the city.
All the surrounding towns mentioned will take 15-30 minutes to get to a hardware store, altho Middletown, has a very cute downtown and a good hardware store. For very cute, there is also Burkettsville west of town about 20 minutes. Jefferson, also west has a very cute downtown with some old houses and quite a lot of newer houses on larger lots - about 10-15 minutes to Lowes/Home Depot and not much in the way of services.
Be aware that rush hour is an oxymoron and Frederick has its slow downs too. Weekends can be just as bad as on the weekdays. Friday afternoon/evening is not the time to do errands - traffic is horrible. The freeways in Frederick are parking lots on every holiday start and end.
Frederick is becoming very much a suburb for DC with some open area between outer Germantown and Frederick.
The MARC train is great for commuting to DC but doesn't run during the day much or at all on weekends.

Not sure if these things are important to you or not, but Frederick has a couple good organic food stores, a Quaker and Unitarian Universalist church, a city gym with lower rates than you'll see elsewhere, two city pools, monthly gallery walks downtown, the first public montessori charter school in the state, schools with gifted magnets for lower grades and the International Bacculareate Magnet for high school, free summer concert series in the park, and a gorgeous library overlooking a recently revamped decorated walkway along the creek, plus an active visual and performing arts scene. For raising a young family, I totally recommend Frederick.

Depending on where you will be working (Probably commuting), certain areas may be more advantageous. Mount Airy would certainly be ideal for commuting down to the columbia/baltimore area. While areas like Brunswick might be better to commute to places in northern virginia or the technology corridor (route 15 for nova, rt-28 for i-270.).
I am unsure about new developments in the mt airy/new market area, but I own a townhouse in Galyn Manor in Brunswick where single family homes are about $499-$600k, for around the amount of space you require but without the 1/2 acre of land.
I graduated from Middletown High School in 2001 and my sister went to brunswick middle school before my parents moved to West Virginia. The school in Frederick County are all relatively decent. some have older facilities (Linganore High School) which should be getting their turn to be revamped. Middletown would be a nice area and fit in your budget. The community is largely snobby I feel like. When we left, it had that rich kid snob kind of feel, but it may have changed... It was and I think still is very status oriented, but the schools are nice and there's really negligible crime. My dad used to run pickup basketball at the high school on Thursdays and there are a lot of great local people that have lived there for a long time... Middletown has a lot of history.
