If you are still taking suggestions I'd like to help. As posted the Balt beltway would make the drive from Townson to Ft. Meade pretty bad. By the posts you seem to be a city guy. I really can't speak for downtown Baltimore but a place like Catonsville may be a good option, certianly far less expensive than Annapolis or any town near the bay. Saverna Park may work as well. Laurel is right on your doorstep but I'd stay away. We lived in one of the newer and better neighborhoods, Russett, 10 years ago. it was great then but I'm not so sure now.

If you aren't in love with the city some of the spots just west of Baltimoe off of Int 70 will offer less expensive, and more rural (read beautiful IMO) options as well.
