Default Business environment in Havre de Grace-Aberdeen

I am considering opening a franchise business in the Aberdeen-Havre de Grace area. The business deals with supplemental educational services (tutoring) to children age 5 to 17. How are the schools in this area? Is this a small business friendly area of Harford county?

Both areas will soon be booming due to the relocation of jobs from Fort Monmouth, NJ to the Aberdeen area. Havre de Grace is a very small business friendly type town. Have you talked to the Havre de Grace or Aberdeen Chamber of Commerce? They may be able to help you decide if the location is right. I really do not know much about the area schools. Hope that helps.
