Family members from PA spent the weekend in at a regional event Frederick, MD. Stayed near the Francis Scott Key Mall, and went shopping there.

They say they were charged 9% sales tax -- EVEN ON CASH TRANSACTIONS FOR FOOD. (on an aunt annies pretzel in the mall?)

I told them MAYBE the debit card/credit card fees some merchants are charging would add that much to a purchase, but they say it was on cash sales too.

Could they be mistaken?
(I think they are) but I thought I'd ask here.

Frederick might have a tourist sales tax on meals. Ocean City does but I've not heard of it anywhere else.

Yeah. With the near elimination of State funding to Counties and Municipalities (an O' Malley legacy) for highways and police the last few years jurisdictions have had to scramble to find replacement revenues. The lodging tax on hotels is another one. Remember, too, that the thrust of many State programs is increasing tourism and levying a "tourism" tax by the locals is one of the only ways to generate revenue from it. Property tax is property tax and gets paid no matter what's in a commercial building or if it's even leased. Regular sales tax goes to the State and the very small remittance to the localities where a restaurant, for example, collects it has been cut to zero also (another O' Malley legacy). Those State funds helped to pay for State mandates.

I don't know of any extra tax other than the hotel tax. There is tax on food purchases over a minimal amount but that is the standard state tax. Here is the intro to the Comptrollers Web page on it

In general, sales of food are subject to sales and use tax unless a person operating a substantial grocery or market business sells the food for consumption off the premises and is not a taxable prepared food. A grocery or market business is considered substantial if sales of grocery or market food items total at least 10 percent of all sales of food.

It's 9% on alcohol everywhere in MD. I have a feeling your relatives are confused as to what they were being taxed on.
