The gorillas have taken that town. They tried to remake the Inner Harbor but it is gone. I think they should give them the city.

In this case DMV stands for (the) District, Maryland, Virginia. Essentially, DC and its suburbs.

In other parts of the country it is the Departmemt of Motor Vehicles.

(Born and raised in Maryland)

The expression is of recent vintage...
and it's use is the sign of new arrival who doesn't know any better.
(very much like mispronouncing local names --like Murlin)

Please don't encourage it.

DMV refers to DC, Northern VA (Dale City to DC), and PG/Montgomery surrounding counties. Does not refer to bmore. 850 will not get you anything you want, especially diversity. As other have stated find a room for rent in good neighborhood close to your job.
