I am in the process of buying a home in Ellicott City. There is no HOA so I was wondering, where can I find out the regulations I need to adhere to with regards to the property? Things like what modifications I can make to the house, etc.

Also, are there any first time buyer's incentives out there?

That's called zoning laws.

Short of doing something completely absurd... there aren't a lot of rules.
Drive around the neighborhood... do you see anyone doing anything completely absurd?

There are state programs, like this, but the apply to Baltimore City: State offering 2.875% mortgage rate in June to home buyers - Baltimore Sun

I'd make sure your mortgage broker tells you about all the opportunities you might be eligible for.

You need to adhere to Howard County regulations. For any kind of building modifications, they are pretty picky. Start here: Howard County - Building Permit

In MD most buyer's incentives/programs are keyed to low/mod income buyers, buyers in specific (meaning undesirable for most people) areas or to help County employees buy within the County.
