I think it's mixed nuts.
Waldorf is a much better area in the sense that it has more shopping options, closer proximity to D.C., more places to dine, etc. There are a lot of options there for convenience in general. It would definately be considered suburban.
Hughesville is much less densely populated, and therefore does not have as many options in this respect. Housing-wise, Hughesville does allow you to buy a home for the same price as you would in Waldorf, but you're able to get a comparable home on .5-3 acres instead of .3 acres like in Waldorf.
What is more important to you- a large yard, added privacy, and laid back setting, or better proximity to D.C. and a 5 minute drive to the mall?
I prefer Hughesville. That being said, I live in Waldorf because my wife wants to be closer to work. To each their own I suppose.
