I am a tenant. It is in my lease that my landlord is to pay the water bill. A couple months ago I received a letter to the occupant of my address from the City of Baltimore so I opened it.
It seems my landlord has failed to pay the water bill. He is not just a little behind he is WAY behind.
He hasn't paid since October 2011. It's been over two years since he has paid.
There was a turn off dated for this past May but my water was never shut off.

I'm not sure what to think. He is a slumlord that is for sure. Sadly I can't seem to find another place large enough for my family that will fit our budget.

My neighbor who is also a landlord doesn't know how this has gone on so long.

He may not be getting the notices and may not realize he is behind. It is not a simple process for the city to change the address to where they send the bill (not sure why; it doesn't have to be complicated, but it involves faxing in a letter requesting the change and certifying that the landlord moved, etc.). Have you asked him about it? He can check his account and pay online by going here:

He does know I am sure. Two months AFTER his last payment he came to figure out why it was so high. It is the same as everyone else around here though. I just can't believe it is over 3K now and it's still on.
