BALT suburbs safe for dogs? (Baltimore, Ellicott City: neighborhood, live in, relocating to)

Hello, I may be relocating to the Baltimore area next year. I have a dog, and have been concerned lately about his safety regarding dognapping for dog fights and dogbaiting. I've had a number of suspicious strangers ask me about him lately, which never happened in the first seven years of his life. And, since Baltimore is about the worst city on the east coast, I'm especially concerned. Are the cities like Elkridge and Ellicott City dog friendly? Has anyone experienced strangers walking up their neighborhood streets on a daily basis looking for who knows what, like I see here in Hampton Roads VA? Thanks.

I live in Baltimore City and currently have three basset hounds. I have always had dogs and I have never had an issue being a dog owner. Lots of dog owners around Patterson Park and we get together quite a bit.
