My friend lives in, or near, #1. Seems like a good place to me. #4, I have beento that community and it didn't strike me as a place I would want to live in, but I have no idea other than what I could see from my car.

This is always an interesting question, but every location has a function to it. It's not exact but it works and you can make a sort of game out of it...There are three factors: There are pros and cons to each factor: Safety: can either be Safe or Unsafe (relatively)Price: can either be Cheap or ExpensiveDistance : can be either Near or Far.But Here's the Rub: You can only pick two positives! and must sacrifice the remainder.

What do you consider "reasonable"? Do you need to commute to the District for work?
I used hotpads.com to check the communites in Prince Georges County along the border of DC, ranging from Takoma Park around to Oxon Hill. The cheapest 1 bedroom apartments are about $990 to $1000/month. For anything less, you would need to look at a basement room or room in a shared house.
I am familiar with Takoma Park, Adelphi, Langley Park, etc and consider them safe. I would also look at Oxon Hill.
