Not just developers. Municipalities/Counties with water and sewer also charge it.
I don't know whether the OP is in a development or not.
If the governmental agency sets up the benefit charge the right way it can be totally deducted, as I mentioned earlier. Not so if the benefit is charged by the developer.
If you're being charged by the developer you're likely getting hit twice. Once by him for his costs for taps and capital connection fees as well as meters and internal infrastructure and then by the governmental entity for capital costs for the system.
