There's some cheaper housing in PG County, and that's right next to Montgomery County (the county with Silver Spring in it).
I think once she hops the county line, she'll find lower housing prices, and will still be able to zip right out to Silver Spring for a night out any time she wants. People say bad things about PG County and its schools, but I think a lot of it is just that it's sitting right next to Montgomery County, which is a really rich county. Most any county in the country would look bad sitting next to Montgomery County.
I think there are some people on this board who could tell you where to look (and where to avoid) in PG County. Just because you might be squeezed in the absolute ritziest parts of the Maryland suburbs of DC doesn't mean you need to give up on the area entirely.
There are also places she could look for an apartment on the Virginia side of DC. I'm pretty sure she could find a place in her price range along the Rt 1 corridor, for example. There are people in the area living on incomes of less than six figures -- a lot of them. And they all live *somewhere*.
