I asked a most important question. Does he live in Maryland? If not, get a NC License. Transfer here if he moves. He's obviously trying to get around the law. Why should we help?

Is your friend's license valid in FL? If so, what's the consequence not paying the fine?

Maybe this fine is court related as part of his DUI disposition. If that's the case then fail to pay might not affect him getting a license in another state since the court is an independent tribunal.

If it's a FL DMV fine, then it very well could. See below:

Not paying your MVA fines in relation to your driver's license here in MD is grounds for suspension, thus they can refuse to issue a license (keyword "CAN", there is nothing stating specifically what the MVA considers grounds for license refusal).

Also research 12-401 through 12-414 of the Maryland Transportation Article regarding reciprocity. It's too much for me to post without knowing your friend's reason for the fine and who exactly issued it.

He can keep using his FL license here in MD without switching over as long as he still has an active mailing address down there. If for some reason he needs local government identification for his job here, he can always go to the MVA and get an ID card.

It looks like his question was answered rite here but the op just dont like the answers.. so why even come here and ask a question??
