I live in Manchester, but I am not up to date on the schools - no children. The Rt. 30 bypass is not finished yet, but will be very soon. Your biggest worry moving to Manchester would be commuting down Rt. 30 South in the morning. We are having horrible traffic back-ups and the town has even closed "town roads" so morning traffic doesn't cut off Rt. 30 to get to Rt. 27. Local traffic was cutting off Rt. 30 to get to Rt. 27 when Rt. 30 backs up from Penn. traffic. Even with the Hampstead bypass, this will not alleviate your troubles if you are leaving Manchester/Penn. in the a.m. and have to get past Rt. 27 and then to 795, then 695, etc. Manchester is a small town and the farmland scenery is breathtaking. Everyone is friendly and I feel very safe. Look into the new houses going up right now - Hallie Hill II, built by Ryan Homes, but you would be better off buying a house away from Rt. 30 due to traffic. You will love the small town atmosphere here. If you hate traffic, think about it or give it a few test runs before you make the move.

Okay, I have more information about Manchester from a coworker who lives near there. She lives in Hampstead, MD and told me yesterday that the "Klan" burned a cross on the lawn of their black neighbor last year. She also said that the Klan regularly marches in Manchester. I didn't get a good impression of the area when I was house-hunting, so I wanted to pass this on.
