I decided to give them a call, they said that it was a mistake, then when I called the local office they said that it was correct because it is a leased vehicle and they didn't pay any excise tax on the agreement. Yes the same agreement that was made on 2015 in Virginia where we were living. Are you kidding me Maryland? This is an outrageous way to make money.
It pays for roads, it's common in most states "excise" is the most commonly used name for it as well as "road" and "wheel" tax. VA Calls it "Personal PROPERTY Tax" for some idiotic reason. Same exact thing. Your previous personal property tax from your VA county or city will prove you paid on the car. I move around a lot, been through it.

The sales and use tax is the same thing. The Personal Property tax is not the same thing.
