Generally speaking, in an HOA assigned spot situation someone from the HOA Board or management company has to call the tow company and not the person whose space is occupied by a visiting car.

An exception is made if the offending vehicle is parked in or blocking a driveway.

Hopefully no altercations occurred. Technically, that is illegal depending on local laws. You can be charged for False Imprisonment. You're trapping someone from leaving the space when you don't have the authority to.

If this situation happens again, just call the tow company and let them do their job to remove the vehicle. That vindictive intent of making sure they can't escape from getting towed can end up with you being sued. Its not worth it.

Most tow truck operators know that if they don't get out there quick enough to nab the car in violation before it gets driven away, they don't make any money. They make good money on this, so I wouldn't worry too much. But just incase, I would put a note under the wiper letting them know they just missed a tow charge, if they came right back. Might keep them from doing it again.
