545 a$$holes are responsible for it all.

You and I don't propose a federal budget. The president does. You and I don't have the Constitutional authority to vote on appropriations. The House of Representatives does. You and I don't write the tax code. Congress does. You and I don't set fiscal policy. Congress does. You and I don't control monetary policy. The Federal Reserve Bank does.

One hundred senators, 435 congressmen, one president and nine Supreme Court justices - 545 human beings out of the 235 million [now over 300 million] - are directly, legally, morally and individually responsible for the domestic problems that plague this country.”

A rather simplistic view of things. Staffers and lobbyists write most of the legislation and often convince legislators of its value. And elected officials have to at least pay lip service to those who vote them into office (or at least sub groups that can primary them out of office). If all voters paid as much attention as they do to their fantasy sports teams there would be a lot less problems.

It might be simplistic but it’s hard to argue with any of it given the reality of the electoral system and party politics of today. People probably vote for the lesser of two evils as often as they vote for someone. For myself, I’m almost always voting for the least distasteful. I think politicians are power hungry opportunists.
