Sorry, "sketch-ball" is just a catch all term for low-lifes, drunks, occasional drug addicts, welfare scammers, etc. Most of these people aren't dangerous folks, just folks that don't make great neighbors. The 100-400 blocks of Frederick St. have some of these folks mixed in with mostly normal lower income people.

I don't know how many of the rentals are Section 8. Probably at least a few. These blocks are majority rentals. This transitions about the 500 block and by the 700-800 blocks the properties are almost all homeowners.

Polk street has a few properties that house some unsavory people. I don't know for sure, but I think one of the them may actually be a 'half-way' house for ex-cons. At the very least it is a landlord that rents to these folks.

Polk street has a lot of potential. The street has its original early 20th century character of brick rowhouses and duplexes and is just a few blocks from downtown. Center St. and the other streets around it are very livable. I think Polk St. will rebound in the next decade as more money is pumped into the downtown area. As for right now, I would say it is worth considering.

Default cumberland streets

the streets in cumberland md are paved oh so nice. can't really tell that your wheels are turning..... yeah right thats a big joke. they tax us home owners to death to fix the streets, they take care of the welfare recipents better than they do with the roads. thank god im outta there .
