I am getting a new place only about a minute away from I-270 in Gaithersburg and one of my roomates works in Tyson's Corner in VA. She works odd hours, but on days where she'd need to come in at 8 or 9 a.m.... how long do you think the commute would be? Considering she would only stay on the local traffic spur... would that make it better?

Staying on the local spur usually takes longer in the morning than using the express lanes. I would guess it would take approx. an hour during heavy traffic to get there.
