Default Towson/APG work, where to live?

We are relocating to this area, and need housing for under $185k. Preferably 4 bd, 2 ba because we are a family of 5. DH will be working initially in Towson, but will be moving to APG next year. We are under the impression that we will need to be in Cecil County to even get close to this for housing. That's fine for us.
We have found a few houses in Perryville that appeal to us, but are concerned about the train noise. Any comments on that?
Our oldest will be in kindergarten in the fall, so we need a good school district, too.
We welcome your input!

Cecil County has been my home for the past few years, ahving relocated from NJ. North East, where I live, is a small town with a small feel. I can't commnet on the schools since I don't have children, but the town does host the Tome School, which is a highly regarded private institution.

It'as proximity to Rt95 is great and teh college is right there in case you want to take classes. As for the Perryville train, the same train runs directly behind my neighborhood of Nrth East isles. It runs periodically and is somewhat noisey, but it isn't an ever constant thing. I might see a train pass by once inthe evening and the Acela runs more during rush hours than other times. But, really it isn't bad.

I read in last weeks' paper that they are proposing a casino in Perryville, and that this will be finalized sometime next year with construction following that. This doesn't mean it'll happen but rather that it's under consideration.
