Current Blue Book, they're SUPPOSED to take the midrange. Just brought my FIL's 1995 Taurus into the state, it was $100.

You're charged based on the current Kelly Blue Book value.

Hi. What State did you come from? Does your State have lower or no tax at all? I just want to know, coz I'm worried about my condition if I bring my year old SUV from New York. I just want to be certain if DFK747's posting applies? i.e. State w/ higher tax pays only $100.00 and so on and so forth.

i am leasing a car the price for which as $17000 last year. when i moved it to md they said it's value was $20,000 (so $3000 more than it's value last year with an additional 10,000 miles on it - makes no sense) and charged me a tax of close about $1200 (6% of the current value ie $20,000). they gave me a credit for the taxes i payed in my previous state but it ended up costing me $700 +$128 titling +50 registration fee +$75 emission check to register a car that i don't even own. when i asked why they were charging me a tax on the full price on the car when i didn't buy it (but am leasing it - so buying the first 3 years - a value of about $8000), they said that's how it's done in maryland. it makes no sense that i should pay a sales tax on the full price of the car (or in fact more than the price it was when i got it) when i didn't even purchase the car and am merely leasing it. it almost penalizes students like me who cannot afford to buy a car (which is why i leased it) but still pay full taxes as if we purchased the car. i am not sure how the government can tax you on a car that you don't own or on a price you didn't purchase it for.

Not sure why you would pay $700? If you paid above 8% tax in NY, they should have taken this into account and only assessed the difference. Or did you leave something out here? I have read throught the MD DMV and it says they honor up to 6% so your 8% would have covered this then they should have assessed 6% on the $3000 of additional value. $180 plus title etc. so around 275 to 300 max.

Maryland Excise Titling Tax

If the vehicle has been recently purchased, the 6% excise tax is based on the greater of the total purchase price verified by a notarized MVA

Bill of Sale (form VR-181) signed by both the buyer(s) and the seller(s) in which the actual price paid for the vehicle is stated or $640. In other cases, the total purchase price or the valuation shown in a national publication of used car values adopted for use by the Administration will be used to establish the tax. There is an addition or subtraction for high or low mileage. On vehicles seven years old and older, the tax is based on the greater of the purchase price or the minimum book value of $640.

Note: As a new resident, to comply with Maryland law and take advantage of a lower excise tax, you must title and register your vehicle within 60 days of declaring residency in Maryland.

For vehicles less than 7 years old (Non-Residents):

*]Vehicle(s) titled in a state with a tax rate equal to or higher than Maryland's 6% tax rate will cost $100.[*]If the vehicle is registered in a state that imposes no tax, the tax will be assessed at 6% of the value of the vehicle.[*]Vehicles from a state with a lower tax rate than Maryland's 6% will be taxed at the rate of the difference between the two states. Example: MD 6%, VA 3%, the difference is a 3% tax rate. Minimum tax - $100. When the value of the vehicle is less than $2,000, the 6% rate will apply.[/list]For a vehicle over 7 years old:
  • Tax is based on the greater of the purchase price or the minimum of $640. The MVA may require you to submit additional documentation to substantiate the purchase price.
For a leased vehicle:
  • Lease agreement and proof of monthly lease payments (leased vehicles only) – If you have paid or are paying excise tax to another state through your lease payments, documentation is needed to determine the amount of excise tax credit you may receive.


If you are leasing, are you paying the tax as you go? If you retitle the vehicle in MD, how does this affect the NY tax?

A lot of people seem to be worrying about the vehicle excise tax. You only pay it once and that's it. It's the everyday, eat at you year after year taxes that are murder. Maryland is in dire financial straights, just like every other state, and they are raising just about every fee and tax that they can, except for property and income taxes. You should fear crossing any toll bridge or tunnel. In the next couple of years the tolls will increase dramatically. The gasoline tax is working on a 15 cent per gallon increase. They raise the fees on vehicles every chance that they get. The transfer tax when purchasing real estate is murder. They're getting ready to dramatically increase the fee for vehicle emissions testing. You name it, they're increasing it.

All I have to say is Maryland is so out of control with these excise taxes, titling, and registration fees.

I have had my car for 3 years. Purchased in Louisiana for christ's sake. I've titled it in multiple states since then, and I have NEVER paid as much at the DMV as I did yesterday.

$650 dollars? Really?? That's more than it cost to rent a U-Haul to move all my stuff here, including the cost of gas.
