There are a few small pockets in Annapolis. It is easier for you to just post the areas you are looking at and for us to say yes or no. It is not fair to say Eastport is a no...because Eastport has 2 extremes...the ghetto and the very rich.

We were planning to move to Arnold and send our kids to Belvedere but the rentals around there seem to be more than $1,500 pm so we rethought. My husband is going to be working at the Academy so we wondered about Rolling Knolls Elementary and the area around it for renting? We are moving from South Africa and are looking to feel safe - should we rather stick to Arnold or could we find somewhere safe and not too expensive near a good elementary school, the Academy and Annapolis EP Church? Any thoughts?

I don't know anything about apartment complexes, but I'd imagine they're all pretty expensive. Real Estate in Annapolis is pretty high above the national average, especially downtown. But then again, you're coming from NYC, I'm sure our prices are nothing compared to yours.
As for crabs, my favorite has always been Kentmorr. It's technically not in Annapolis, it's in a town called Stevensville on the Eastern Shore. It's a bit of a drive but I love the crabs there and I think it's worth it.

Stevensville is nice, but be prepared to deal with hellacious summer traffic backups on the Bay Bridge. I have family in both Stevensville and Grasonville, both nice areas. You will find living to be cheaper on the Eastern Shore, but also be prepared to dish out daily bridge tolls and to deal with nasty traffic backups. South Anne Arundel county (Harwood, Deale, Shady Side, Lothian, etc.) has good schools and is very safe (the DC chief of police lives in Harwood), but is also remote and expensive.
Annapolis is a "Yale of jail" mentality, meaning that you are either loaded or on welfare. It is very expensive, the traffic is not as bad as most places but if you drive the freeways here make sure to put the pedal down or deal with being tailgated. With all the government jobs around, this area is not feeling much of the recessionary effects, meaning that houses have not dropped here as they have in other places. So expect to pay top dollar for a minimal establishment.
Someone mentioned Mike's in Riva, excellent place. Adam's Ribs is also good (I know the owner of the one on the Eastern Shore). For the best ice cream around go to Storm Brothers. There are a fair number of mid-level chain/franchise restaurants around the Annapolis and Edgewater area (plenty of steakhouses). My favorite crab dip is dished up by The Original Steakhouse in Edgewater. If you like the small-town boat diner atmosphere then go to Happy Harbor in Deale, I used to work there with a guy named Dino, he makes the best crab cake I have ever had.

Hi - we are South Africans living in the UK but moving to the US next year. We are researching Annapolis and Connecticut as places to live. Was work the reason you chose Annapolis? It is so difficult to choose as the USA is so big.

I grew up in Annapolis. It's a great place. I grew up in Arundel on the Bay. As far as apartment hunting, I'd look more towards the Bestgate area.
As far as restaurants, you've GOT to go to Chart House. It's right on the water by the City Dock (which is downtown) and you can even catch a boat over there from the doc. Beautiful restaurant with excellent food.

Try Harbour Gates or Regatta Bay if you're looking for an apartment. They are both very nice and close to everything.
