Ellicott City or Annapolis?
We are lucky ones, house sold in northeast PA relatively quickly, now house hunting in Maryland where hubbie works downtown Baltimore. (Not too worried about commute, 15-20 min drive to Glen Burnie for light rail has been working fine from hotels, and would like to continue that with home local).
Early 40s, no kids, 1 cat, financially sound. We have researched and looked at all homes in Ellicott City $600-$650 and Columbia, but not fond of neighbors in backyard so to speak or too close (though we will certainly seek new friendships, and social things to do) Now considering building. Yet some developments in Annapolis seem nice also.
Ideally looking for nice home with available yard/patio/deck, friendly folks. We like Annapolis, Ellicott City if right house pops up. Any comments?

You're going to get the same feeling from both Annapolis and Ellicott City. They're both very historic and "close". I would recommend Annapolis but you're going to have a hard time finding somewhere with a yard in your budget I think. Cape Saint Claire which is just outside of Annpolis would be nice for you I think. If you're thinking of building a home I would recommend EC as you're not going to find land to build on in Annapolis.

If it were me I'd choose Annapolis in a heartbeat (if I didn't have kids). There is so much to do, a lot of history, great restaurants, and you're close to the Eastern Shore if you want a change of pace. We always take our guests to Annapolis when they come to visit and everyone always loves it.

Annapolis has everything Ellicott City has except for the hussle and bussel. You can have peace and quiet without all the traffic and congestion. I would look at areas north or south of Annapolis(Edgewater, Riva, Shady Side) or (Arnold and Severna Park).

Edgewater is pretty busy....traffic wise....similar to Odenton. I agree with the rest, however.
