The first place that comes to my mind is White Marsh, when you say 'not a lot of rent' that is a relative term. If you are from New York or CA it won't be bad but Maryland in general is not the cheapest place to live.
White Marsh has many optios for rentals and its own shopping malls. There is transportation, a Park N Ride, business parks and just about every store and restaurant you can imagine. It is just north of Baltimore.
There is White Marsh Mall, an indoor mall and 'The Avenue' that is an outside mall if you will that has the movie theaters, fountains and restaurants where you can really enjoy a nice summer's evening. Nice ambiance I must say.

You might also want to look at the Towson area. Why don't you want to live in the city?

If you want outside of Baltimore look at Harford County, east of Baltimore County. Bel Air is a very nice town, which has grown but still has that small town feel, with all the conveniences of say a White Marsh with less population.

I just moved from Youngstown, OH to Baltimore, MD. I live in western Baltimore County in the Gwynn Oak/Woodlawn area. The rent is expensive compared to Yo., OH but cheap compared to the rest of MD. There are many thriving businesses nearby. On the negative side, many people are loud, rude, obnoxious, ignorant, unfriendly, and drivers are aggressive and wreckless. If you are used to this, though, then it may not bother you to live here. However, I would avoid Gwynn Oaks Landing Apartments because our apartment has a bunch of problems and maintenance sucks. Also, I work in Howard County in Columbia, MD which is a nicer area, but everything is really expensive there. I will also warn you, traffic in MD is horrible, but the scenery is nice.
Good luck...

Bring back some crab next time you come to town, I'm sick of eating this giant-eagle frozen crap!

I guess that depends where in Baltimore. I have kids so we will not. I am sure there a good or safe places, too. I just never had an interest. I think there are prettier places.

Good places in Baltimore
I moved to Baltimore after graduating college and have lived here for 4 years. I have lived in Mt. Washington all 4 years because it's one of the safest areas that's both close to the city and reasonably priced.
I also love White Marsh/Perry Hall and may move there soon. The area has everything you could want and it's very safe and pretty.
The best parts of the city are Canton and Federal Hill in my opinion. They're both safe and have tons of young active people.

Baltimore has a lot of tough neighborhoods but the burbs are not peaches and cream either. The key to moving to Maryland is to find a decent neighborhood in the city or the county. Both have their pluses and minuses. I prefer the city because I don't want to spend hours on the Beltway or 95. You have plenty of options for both. A lot depends on your life style and what you would be comfortable with. With stores and decent transit options, you may prefer the city.
