Snow Hill is also a Good choice. There is a wonderful new YMCA in Pocomoke close to Snow Hill that you can take advantage of. For me it is a great place for young kids. The way I see it kids should be outside exploring nature and playing in the dirt or reading books and using their imagination. It is very peaceful out there and you can get plenty of homes with nice yards. People are very friendly as well. As the kids get older there is a shortage on teenage activities (which can be a good thing in disguise) but you are always withing 30 minutes of OC so that si not a problem. Also in Snow Hill you are in between great beaches ... Assateague MD and Chincoteague VA.

If you have never been to the Eastern Shore make sure to visit here first. Assuming that you arent retiring here means you will need to find employment, which is rather difficult to find. Healthcare is pretty much your only avenue that will actually allow you to live comfortably. Housing and real estate prices on the shore are very lopsided when comparing the median household income. As for schools, I've heard good and bad about Worcester County. There is a HUGE lack of things to do for kids(and adults), which usually means getting into drugs and other not-so favorable hobbies.
The usual statements I see on this forum about ppl being friendly and how beautiful everything is is a bit of a stretch. I've encountered ALOT of unfriendly individuals and have found that common courtesy isnt common at all. The easiest means of gaining info about the area is to search this forum(use "eastern shore" as the topic) or my previous posts. I will say that I'm not a big fan of the shore. There are too many apologists here that make excuses for ANYTHING that is poorly executed. There is nepotism in the workplace and being a hard honest worker here will get you nowhere unless you know someone.
As for positives, the beach, close to other larger cities(Balto, DC, and VA Beach), good seafood, sportsman's paradise and less traffic. Also remember that the "slower pace" that ppl mention includes the things that you need taken care of pronto. None of the locals are in a hurry and that mentality trickles into EVERYTHING.

Berlin and Snow Hill are great choices that have already been made. You could also look into the areas that are beach front in Delaware...like Fenwick Island and Bethany Beach, both which are great areas as well.
