Diversity is Fine
The Harford/Cecil area has become a rather diverse area, at least compared to what it was many years ago. That said, there is one area Synogogue in Havre de Grace, Temple Adas Shalom. I have numerous Interfaith friends who attend there and seem pleased. I live in a neighborhood with several African Americans and Jews who are well respected professionals and businessman (blue collar, sales, etc...), and have not witnessed anyone treat them differently b/c of race.
Someone wrote about Rising Sun being the last bastion of KKK activity in the area. What they may not know is that Rising Sun currently has an African American Police Chief. Fortunately, things have changed for the better in the area as people are far more accepting and tolerant of others. Please do not let some vague story of a "KKK guy threatening violence 10 years ago" sour your outlook on this area today. I doubt that there have been too many incidents of hate crimes in the Harford/Cecil County area over the last 10 years. Contact the States Attorney's Office in these areas if you really want to find out.
Not sure what you are looking for exactly. Harford County does have better schools, libraries, Park/Rec programs than Cecil County. While I prefer Harford County, many folks I know love living in Cecil. The area does have some good, but expensive, private schools. Private school tuition is not deductible while the mortgage interest payments from living in a better neighborhood with good schools are.
