Both you and your inspector need to read the guide a little more clearly. You can't fail a car for a stock, from the factory set up in those cases. Perhaps your inspector should'nt be working on cars at all. You need to read the guide and become familiar with it so he can't give you that type of stupidity. If a person in the industry isn't an ASE Certified Master Techinician, with L1 status they need to put down the wrench and step away from the car in most cases. What you describe sounds like a typical 'dealer' situation.
