Default Firewall Code in Baltimore County/ Owings Mills Townhome

I purchased a new condo/townhome in Baltimore County. It is a stacked townhome. I have the bottom two floors and my neighbor has the upper two. We each have our own front door and garage. The interior stairway of her unit runs up a portion of the side of my unit. They say this is a firewall, but I can hear normal conversation through this wall in my living room, kitchen and master bedroom. I can also hear them through parts of the ceiling and vents (other than shoddy construction, I'm not sure if this is a violation). The interior unit neighboring mine does seem to have a firewall. Other than hammering, I have never heard anything through it. Does anyone know whether or not such sound transference would be possible in a proper firewall?

My guess is shoddy construction. Some of those newer houses and townhomes are pretty much just thrown up. Hopefully, there are some builders in this forum that can give you a better answer.
