When I moved to MD from VA, I had to pay about $700 in taxes on my 3-year old car, which I found to be absolutely ridiculous.

I am now in possession of a second car, about 9 years old that was gifted to me by some older relatives from out of state. Is there any way for me to avoid paying tax on this vehicle when I get it titled and registered at the MVA? I have a bill of sale saying it was sold to me for $0.

Nope. When my father in law died my wife got his car. As it was from out of state it had to go through inspection and the excise tax had to be paid. It was a 95 so the amount was about $300 or so, if I remember correctly. This was in 2005 or 06.

If the car is more that 7 years old, you used to be exempt.
Here's what the site says now...
For a vehicle over 7 years old:
  • Tax is based on the greater of the purchase price or the minimum of $640. The MVA may require you to submit additional documentation to substantiate the purchase price.
So, based on the fact that Maryland charges 6% of the price (or of $640), that would come to about $40.
